ANNUAL LETTINGS PLAN 2010/11

The Council has drawn up a lettings plan to be used as a guide, to ensure that there is an appropriate balance of property allocation between the different categories of applicants on The Housing Register.

The lettings plan is updated annually to reflect current issues and needs. The Plan for 2010/11 is shown below:

Exceptions

There may be situations where it will not be appropriate to offer a property to the applicant with the highest points. Examples of these exceptions may be where:

  • The applicant at the top of the list does not yet have sufficient support to live independently
  • The applicant at the top of the list is not suitable or eligible for the vacancy
  • The allocation of the property would be likely to result in serious estate management difficulties
  • A mix of applicants is required to establish a balanced community
  • A vacancy is subject to a Local Lettings Plan

For new estates, especially in rural areas the Council needs to ensure a mixed and balanced community and therefore reserves the right to allocate properties on new estates of 10 properties or more outside of the procedures set out above.


POINTS SCHEME

The Council uses a points scheme to prioritise applications.

All housing and transfer applications received will be assessed and points will be awarded for the following factors

Housing Need Factor Points Awarded
Bedroom Deficiency 5 for each 1/2 bedspace lacking
Sharing Facilities with Friends/Family 10
Sharing Facilities with Strangers 20
No Fixed Abode 25
Roofless 40
Insecure Accommodation 5 per year to a max of 20
Legal Notice to Quit 40
Notice to Quit from Tied Accommodation 10
Disrepair Banding up to 20
Health Banding up to 50
Split Family Unit 25
Victim of proven harassment 20
Other Special Circumstances (to be determined by the Housing Needs Manager) Banding up to 50
If any of the following (highlighted) are awarded no other needs factor points will apply
Accepted as Homeless by any Council 10
Interim Accommodation provided by MVDC 5 per year to a maximum of 20
Temporary Accommodation provided by or secured by MVDC 30
Shared Temporary Accommodation provided by or secured by MVDC 5 per 2 months to a max of 30
Underoccupying a social housing property in the Mole Valley district Banding of either 20 or 40
   
Where points have been awarded for any Housing Need Factor the following may also then apply  
Local Connection Factor Points awarded 
Resident in the Mole Valley district 20
Length of residence in the Mole Valley district  10 per year to a max of 30 
Past residence in the Mole Valley district   30 
Employed (but not resident) in the Mole Valley district  10 per year to a max of 30 
Keyworker or Local Priority worker in the Mole Valley district 10

Your application will also be placed in one of 5 Priority Bands for East Surrey Homechoice properties as follows

BAND 1
Unable to occupy current accommodation because of health or disability (as determined by an Independent Medical Advisor)
Life in immediate danger in current accommodation and this has been substantiated  
Other cases recognised as exceptional and/or emergencies but not fitting into the above 
Underoccupation of a social housing unit (within East Surrey) that is in high demand 
Occupying a property that is subject to a compulsory purchase order where the Council has a statutory duty to provide alternative accommodation 
Applicants whose needs fit into two or more categories in Band 2 AND who are judged to be a top priority
BAND 2
Urgent need to move for medical or welfare grounds
Households who are homeless and the Council has a duty to provide housing under Part VII of the Housing Act 1996 
Households for whom the Council has facilitated and Assured Shorthold tenancy in order to prevent their homelessness
Vulnerable applicants who are retiring or whose contract is terminated on health grounds from tied accommodation
Care leavers who have been referred by Surrey County Council Social Services and within 12 months of having to leave their care placement
Households with insufficient bedrooms for their needs
Households whose accommodation lacks basic facilities and this cannot be provided by the owner at reasonable cost
Households whose accommodation is assessed as being uninhabitable by a Private Sector Housing Officer or Environmental Health Officer, and which cannot be repaired at reasonable cost
Households with dependent children where the facilities are shared with others who are not members of the applicants household
Households who need to move on welfare grounds
BAND 3
Non urgent need to move for medical or welfare grounds 
Lacking or sharing a living room with other households
Insecure accommodation
Households who are homeless but not owed the full duty within the meaning of Part VII of the Housing Act 1996
Rough sleepers whose circumstances are confirmed by a visiting Officer
Households with dependent children who live in accommodation above the ground floor
BAND 4
Households who have sufficient funds to secure their own accommodation
Households who have no local connection with any of the partner authorities
BAND 5
Households with no housing need as detailed in Bands 1, 2 & 3
Applications that include a household member with a history of anti social behaviour that would give grounds to a social landlord providing them with accommodation, for an outright possession order
